This SIM gives Out of Bundle error only on some dongles

I have a "Prepaid PSB Data Promo" SIM with 60+60 that expires at the end of the year. It works perfectly in my 8ta dongle and in my Cell-C dongle. However, if I put it in a friend's MTN dongle, I get sent to the OOB page.

The friend has 60+60 on a Sim Sonke and never gets the OOB page. How is this possible ??
